If the spill just happened, disconnect power when it is safe to do so and stop trying to turn the computer on. Rice does not remove conductive residue or corrosion from internal electronics.
After inspection, we can separate cosmetic or replaceable damage from board-level damage and explain whether repair is practical. If the data matters more than the computer, that changes the priorities and should be stated at check-in.

No. Rice does not clean internal residue or stop corrosion. The more useful step is to stop powering the computer and have it inspected.
